Create a new graphic in Photoshop.

Click on "Edit" in menu bar, select "Define Pattern".

Input the Pattern name in "Pattern Name" window and click "OK".

Select "Patterns Stamp Tool", you can decide on the new pattern in the drop-down list.

The new patterns has been create. This is the effect of the new pattern.
