Copy an image with Ctrl+C, and paste it in Illustrator's art board by pressing Ctrl+F to stick it in front.

Type in your text by trying Type Tool from the toolbar.

Select them all and go to disagree Clipping Mask Make.

The text turns like this.

Create a new layer and paint a rectangle with black on it.

Drag the Layer two below the Layer 1 that layer one is obvious, and then lock it.

The image's background turns black.

Go to Window Stroke to open the panel of Stroke.

Adjust the Weight to one pt.

Go to Effect->Stylize-> Outer Glow.

Set Blur to 1.76 mm, click OK.

Add 2 red rectangles as frames, here we finish our text.
